Out-Of-State Learning Placements

DETI Needs to Know

Notify DETI before a student leaves the State of Georgia for clinical rotations, student teaching, or internships for credit. The information is used to stay in compliance with the National Council for State Authorization Reciprocity Agreements (NC-SARA). The information is also used for NC-SARA’s annual data reporting each May.

What Learning Placements Are Reported?

Report learning placements to DETI that meet the following criteria:

  1. The placement is outside of Georgia.
  2. The placement involves the physical presence of the student at the out-of-state
    location(s).
  3. One or more of the following is true:
    a. The placement is an activity required for degree completion.
    b. The placement is an activity required for professional licensure.
    c. The placement is offered for credit.
    d. The placement is offered for a fee.

Only out-of-state learning placements in the United States, Washington D.C., and US territories are reported. International placements are not reported.

Covid restrictions may shorten the length of time for some out-of-state placements. If the student spends just one day in another state and completes the internship or activity virtually in Georgia, that counts as an out-of-state learning placement.

What is Not Considered an Out-Of-State Learning Placement?

Internships (a summer job for extra cash), work performed virtually for an out-of-state business by a student living in Georgia, and field trips or short excursions to another state are not reported to DETI.

What Information Does DETI Report to NC-SARA?

DETI provides the total number of learning placements by state, district, and US territory during the calendar year.

Rule of 10

The University of North Georgia is allowed to have 10 learning placements at one location, at one time, outside of Georgia.

The NC-SARA rule manual explains it this way:

Colloquially called the Rule of 10, Section 5.11 d. 1. in the manual for the National Council for State Authorization Reciprocity Agreements (NC-SARA) sets 10 as the maximum number of students from an individual academic program that may be placed simultaneously at one student teaching or internship site in a SARA state. The placement of more than 10 students may require additional authorization.

Internship Learning Agreement

UNG students must complete and submit to Career Services a signed and approved Internship Learning Agreement form.

The form states:

If the internship will be completed out-of-state (other than Georgia), the Faculty Internship Instructor of Record MUST notify the Distance Education & Technology Integration (DETI) office in order for UNG to be in compliance with state authorization laws. Internship Learning Agreement Form: The Faculty Internship Instructor MUST contact DETI when the learning placement is out-of-state.

What Information Does DETI Need?

DETI requires the following information for NC-SARA reporting purposes:

  • Student Name
  • Instructor Name
  • Course Name
  • CIP Code of the Course
  • Date (e.g., Spring 2022)
  • Location (City, State, Business name)

Frequently Asked Questions

Q – An online student does not live in Georgia and has a required internship in that state. Does that get reported to DETI?

A – Yes! The student is participating in an internship for credit outside of UNG’s home state.

Q – A student does an internship in Florida to pay for tuition. Do I report that to DETI?

A – No. Only internships required to complete their degree, obtain professional licensure, or to receive class credit are reported.

Q – Are international internships counted?

A – No. We only report placements within the United States (outside of Georgia), Washington D.C., and US territories. International placements are not counted by DETI or NC-SARA.
